The State Highway Patrol, or “red-wheelers” as they were affectionately known due to the color of the Indian motorcycles they rode, were created in 1923 and restricted to only enforcing the traffic laws of the Commonwealth. State Police Captain Wilson C. Price was appointed as the first Superintendent of the organization. In 1937, the Highway Patrol merged with the State Police to form the Pennsylvania Motor Police. The name of the organization was changed back to the Pennsylvania State Police in 1943.
